 Both C’est and Il est/Elle est can mean it’s.  There are specific times to use each.

Il est/Elle est  Use Il est/Elle est when it’s followed by an adjective.  Il est sympathique  Elle est intelligent

Il est/Elle est  Remember that Il and Elle don’t have to refer to a guy or girl. They can refer to masculine and feminine nouns.  Le vélo. Il est vieux.  La voiture. Elle est rapide.

Il est/Elle est  The plural of Il est/Elle est is Ils sont/Elles sont.  Les garçons. Ils sont timides.

C’est  Use C’est when followed by a noun.  C’est André  Use C’est when followed by an article and a noun (then possibly an adjective).  C’est le prof poli.  Use C’est when followed by an article then an adjective and a noun.  C’est le bon prof.

C’est  C’est is also used with possessive pronouns such as mon and ma.  C’est mon cousin.

C’est  To make C’est negative, change it to Ce n’est pas.  C’est Paul.becomesCe n’est pas Paul.

C’est  To make C’est plural, change it to Ce sont  Ce sont mes copains.
