4 INTRODUCTION Importance of Metadata
Set of rules, definitions and agreements, which ensures a common understanding of concepts, structures and contents These rules and these agreements are made available through online documents and, to a more technological level, through metadata Les informations qui passent par le réseau sont sujet à un ensemble de règles, définitions et conventions bien définies qui assure une compréhension commune des concepts, des structures et des contenus sous-jacents. Ces règles et ces conventions sont mises à disposition à travers les métadonnées.

5 Evolution of CountrySTAT compared to the previous strategic approach
From: Pure data compilation and dissemination To: The delivery of information-products and customized tools In order to: support decision-makers with respect to well-identified topics and contexts Le nouveau CountrySTAT représente une évolution par rapport à l’approche stratégique passé. L’accent passe de la pure compilation et de la diffusion des données aux produits de fourniture d’informations et aux outils personnalisés pour aider la prise de décisions par rapport à thèmes et contextes bien définis.

Data compilation, harmonization and dissemination, key activities of CountrySTAT since the beginning of the project, will be maintained and strengthened However no pre-defined structure is promoted and implemented anymore These are directly defined by the beneficiaries and partners themselves, in coordination with FAO

The overall approach is based on the definition of “specific needs” picturing how tools and data should be used to support context-specific analyses and reporting or to generate relevant information products, like dashboards

The process of defining the user needs requires a thorough understanding of the subjects under consideration and a good knowledge of existing systems, practices, data and methodologies The commitment and the active involvement of national / regional partners in the system planning and in the implementation of activities is essential The partners who implement the system decide the specific modules for the analysis that will be made available through the new CountrySTAT

9 Strategic approach to the new system
The new CountrySTAT aims at strengthening or at seeking collaboration and synergies with agencies and international initiatives, such as AMIS, UNECA, IFAD, SADC, IMF, etc. on different areas such as sharing of data, assistance at the country level, methodological improvements, etc. Data is distributed as a public good (in accordance with the Open Data approach), and therefore the information available in the system is accessible easily and widely.

The New CountrySTAT might be used to improve national/regional data dissemination systems, to collect crowdsourced data as well as to monitor environmental indicators using remotely-sensed images The technical team of the New CountrySTAT is a key resource of this service-oriented and demand-driven approach. The team provides expertise, technical assistance and relevant contacts FAO technical and institutional knowledge

Integration of FAOSTAT data in the new CountrySTAT is of primary importance FAOSTAT Ensure the availability of FAOSTAT data to CountrySTAT users The new system’s aim National partners can combine them with other national and international data Data easily available L’intégration des données de FAOSTAT dans le nouveau CountrySTAT revêt une importance primordiale. L’objectif du nouveau système est de garantir la disponibilité des données de FAOSTAT aux utilisateurs de CountrySTAT. Cela devrait rendre ses données facilement disponibles pour les partenaires nationaux, lesquels pourrons les combiner avec des autres données nationales et internationales.

15 Key resources The strategy of the new CountrySTAT promotes a proactive use of social media (Facebook, Twitter, LinkedIn, etc.) as well as an intense participation in discussion groups related to food security, nutrition, emergency response, to monitoring of natural and manmade disasters, IT, etc. Participation in conferences and international events, as well as the development of online trainings and the dissemination of promotional material is very important This material will help to develop an effective communication strategy to promote the system, to raise awareness of its capabilities and to ensure a long-term sustainability and expansion
