The International Committee elects the members of the governing bodies of the OIE (President and Vice-President of the Committee, Members of the Administrative Commission, Regional and Specialist Commissions). To ensure transparency in the global animal disease and zoonosis situation Comments (with copyright) / Commentaires (soumis au Copyright) : [source : Objective 1 : To ensure transparency in the global animal disease situation “Each Member Country undertakes to report the animal diseases that it detects on its territory. The OIE then disseminates the information to other countries, which can take the necessary preventive action. This information also includes diseases transmissible to humans and intentional introduction of pathogens. Information is sent out immediately or periodically depending on the seriousness of the disease. This objective applies to disease occurrences both naturally occurring and deliberately caused. Dissemination is via the OIE Web site, and the following periodicals: Disease Information, published weekly and the annual compilation World Animal Health.” Objectif 1 : Garantir la transparence de la situation des maladies animales et des zoonoses dans le monde « Chaque Pays Membre s'engage à déclarer les maladies animales qu'il détecte sur son territoire. L'OIE diffuse alors l'information à tous les autres pays afin qu'ils puissent se protéger. Cette information concerne également les maladies transmissibles à l'homme. Elle est diffusée en urgence ou de façon différée selon la gravité de la maladie. Ces objectifs de surveillance et de suivi s'appliquent à la fois aux événements sanitaires naturels ou intentionnels. To collect, analyse and disseminate scientific veterinary information Comments (with copyright) / Commentaires (soumis au Copyright) : [source : Objective 2 : To collect, analyse and disseminate veterinary scientific information “The OIE collects and analyses the latest scientific information on animal disease control. This information is then made available to the Member Countries to help them to improve the methods used to control and eradicate these diseases. Guidelines are prepared by the network of 156 OIE Collaborating Centres and Reference Laboratories across the world. Scientific information is also disseminated through various works and periodicals published by the OIE, notably the Scientific and Technical Review (3 issues a year).” Objectif 2 : Collecter, analyser et diffuser l'information scientifique vétérinaire « L'OIE collecte et analyse toutes les nouvelles informations scientifiques relatives à la lutte contre les maladies animales. Il les fournit ensuite aux Pays Membres pour qu'ils améliorent les méthodes qu'ils utilisent pour contrôler et éradiquer ces maladies. Des lignes directrices sont préparées à cet effet par le réseau des 156 Centres Collaborateurs et Laboratoires de Référence de l'OIE présents dans le monde entier. The OIE notably offers expertise to the poorest countries to help them control animal diseases that cause livestock losses, present a risk to public health and threaten other Member Countries. The OIE has a permanent contact to international regional and national financial organizations in order to convince them to invest more and better on the control of animal diseases and zoonosis.” Objectif 3 : Apporter son expertise et stimuler la solidarité internationale pour contrôler les maladies animales « L'OIE appuie techniquement les Pays Membres qui le souhaitent pour soutenir des opérations de contrôle et d'éradication des maladies animales, y compris celles transmissibles à l'homme. Within its mandate under the WTO SPS Agreement, to safeguard world trade by publishing health standards for international trade in animals and animal products Comments (with copyright) / Commentaires (soumis au Copyright) : [source : Objective 4 : Within its mandate under the WTO SPS Agreement, to safeguard world trade by publishing health standards for international trade in animals and animal products “The OIE develops normative documents relating to rules that Member Countries can use to protect themselves from the introduction of diseases and pathogens, without setting up unjustified sanitary barriers. The main normative works produced by the OIE are: the International Animal Health Code, the Manual of Standards for Diagnostic Tests and Vaccines, the International International Aquatic Animal Health Code and the Diagnostic Manual for Aquatic Animal Diseases. OIE standards are recognised by the World Trade Organization as reference international sanitary rules. They are prepared by elected Specialist Commissions and by Working Groups bringing together internationally renowned scientists, most of whom are experts within the network of 156 Collaborating Centres and Reference Laboratories that also contribute towards the scientific objectives of the OIE. Les normes de l'OIE sont reconnues par l'Organisation mondiale du commerce en tant que règles sanitaires internationales de référence. Elles sont élaborées par des Commissions spécialisées élues et des Groupes de travail regroupant les meilleurs scientifiques mondiaux dont la plupart sont des experts issus du réseau de 156 Centres collaborateurs et Laboratoires de référence, qui concourent également aux objectifs scientifiques de l'OIE. Ces normes sont adoptées par le Comité international. »

To improve the legal framework and resources of national Veterinary Services Comments (with copyright) / Commentaires (soumis au Copyright) : [source : Objective 5 : To improve the legal framework and resources of national Veterinary Services “The Veterinary Services and laboratories of developing and transition countries are in urgent need of support to provide them with the necessary infrastructure, resources and capacities that will enable their countries to benefit more fully from the WTO Sanitary and Phytosanitary Agreement (SPS Agreement) while at the same time providing greater protection for animal health and public health and reducing the threat for other countries which are free of diseases. The OIE considers the Veterinary Services as a Global Public Good and their bringing into line with international standards (structure, organisation, resources, capacities, role of paraprofessionals) as a public investment priority.” Objectif 5 : Promouvoir le cadre juridique et les ressources des Services Vétérinaires « L'OIE appuie techniquement les Pays Membres qui le souhaitent pour soutenir des opérations de contrôle et d'éradication des maladies animales, y compris celles transmissibles à l'homme. The OIE's standard-setting activities in this field focus on eliminating potential hazards existing prior to the slaughter of animals or the primary processing of their products (meat, milk, eggs, etc.) that could be a source of risk for consumers. Since it was created, the OIE has played a key role in its capacity as the sole international reference organisation for animal health, enjoying established international recognition and benefiting from direct collaboration with the Veterinary Services of all its Member Countries. As a mark of the close relationship between animal health and animal welfare, the OIE has become, at the request of its Member Countries, the leading international organisation for animal welfare.” Objectif 6 : Mieux garantir la sécurité sanitaire des aliments et promouvoir le bien-être animal en utilisant une approche scientifique "Les Pays Membres de l'OIE ont décidé de mieux garantir la sécurité sanitaire des aliments d'origine animale en renforçant les synergies entre les activités de l'OIE et celles de la Commission du Codex Alimentarius. Working Group on Wildlife diseases Founded in 1994, this Working Group informs and advises the OIE on all health problems relating to wild animals, whether in the wild or in captivity. It has prepared recommendations and oversees numerous scientific publications on the surveillance and control of the most important specific wildlife diseases. Working Group on Animal Welfare A permanent Working Group on Animal Welfare was established in 2002 to coordinate and manage the animal welfare activities of the OIE. Working Group on Food Safety A permanent Working Group on Food Safety was established in 2002 to coordinate and manage the animal production food safety activities of the OIE. 55 New priorities of the 4th OIE Strategic Plan
Consolidation of the 3 missions of the previous Strategic Plan to ensure transparency in the global zoosanitary situation to draft health standards on a scientifica basis, namely in relation with WTO to draft guidelines for the prevention, the control and the eradication of animal diseases, including zoonoses; to establish the sanitary status of the Member Countries.

56 New strategic elements
Capacity building: training of Delegates and if possible of their staff, namely of the national focal points (responsible of the relationship with the OIE, of animal health information systems, aquatic animals, wildlife, veterinary drugs, etc.) Using of new mechanisms such as STDF for that purpose strengthening OIE’s influence on global, regional and national policy design, research and governance in animal health and welfare Strengthening OIE’s role in helping OIE Member Countries settle their sanitary disputes.

Capacity building Need to strengthen the Regional Representations Study of a financing mechanism by the Member Countries of each region (complementary to that of financing by the host country) Developing the capacity of the teams, appointing trainees, support to the private sector (in agreements with established rules) Need to formalise relationships between the Regional Representatives and the elected Bureaus of the Regional Commissions.

Influence on the global governance in matters of animal health: Developping OIE’s communication unit Further clarifying the relationships with WTO and FAO by negociating detailed Agreements and alliances leading to negociated operational programmes for specific issues. Carrying out actions aimed at convincing multilateral and bilateral organisations that investments in matters related to animal health and in Veterinary Services represent a genuine national and global priority.

Influence on national Governments Persuading Governments that the function of Delegate to the OIE is of utmost importance Persuading Governments to invest more in the control and prevention of animal diseases, as this represents a rather low-cost insurance as compared to the cost of great crisis. Helping Delegates from developping countries to actively take part in the preparation of standards and in meetings of the SPS and of the Codex.

61 Operational consequences (5)
In terms of budget The cost at constant value of the priorities and new actions of the 4th Strategic Plan is superiour by around 25% to the current budget A combination of compulsory and volontary mechanisms aiming at financing this surplus (including for the OIE Regional Representations) will be proposed by the OIE Director General in May 2006.

62 Conclusion The implementation of the 4th Strategic Plan through the Working Programme of the Director General will enable the OIE to continue to prove that, since 1924, it represents a Puclic Good for the International community and that the cost related to its functioning is insignificant for the member Countries as compared to the services it provides to them.
