Four options for attribution of roles for publishing process: Webmaster named within the EIPA Content manager named within the Editorial Board + EIPA webmaster Permanent content manager named within the EIPA + webmaster EIPA and Troika are content manager 1.      L’Editorial Board délègue l’ensemble des tâches à un Webmaster nommé au sein de l’IEAP. Ce dernier sera dès lors chargé de l’ensemble des tâches liées au site Eupan : publication, gestion de contenu, gestion fonctionnelle, maintenance technique, contrôle qualité, reporting... 2.      L’Editorial Board nomme en son sein un gestionnaire de contenu qui assure la publication et la gestion de contenu (publication des articles soumis et gestion des rubriques). Toutes les autres tâches liées au site seront assurées par le Webmaster de l’IEAP : vérification des liens, gestion de l’interactivité, référencement, promotion, reporting et qualité (voir III.4.3 à III.4.6, III.5). Ce gestionnaire sera issu de la présidence et devra donc être renouvelé tous les six mois. 3.      L’Editorial Board nomme un gestionnaire de contenu permanent, désigné au sein de l’IEAP. Ce dernier participera à toutes les réunions de l’Editorial Board et assumera toutes les tâches de publications et de gestion du contenu décrite ci-dessus, à l’exception du Reporting. Un Webmaster technique sera chargé de la maintenance et du support technique au gestionnaire de contenu. 4.      L’IEAP et la Troïka sous l’égide des DGs gèrent la structure du site. Chacun peut publier des documents dans le répertoire correspondant à son groupe de travail. La 1ère option libère l’Editorial Board de toute tâche « technique » de publication ou de gestion de contenu. Elle le dépossède par ailleurs d’un contrôle réel et direct sur le site Eupan. Elle exige une implication forte de l’IEAP. La 2ème option permet à l’Editorial Board de garder un certain niveau de contrôle direct sur le site Eupan. Cette solution « idéale » dans l’absolu souffrira du turn-over inévitable de la fonction de gestionnaire de contenu. La 4ème option fait peser l’ensemble des responsabilités et des tâches de publication sur chacun. Cette option risque d’être néfaste pour la cohérence générale du site. La 3ème option permettrait à l’Editorial Board de bénéficier d’un gestionnaire de contenu permanent et dédié, fortement impliqué, bien que faisant partie d’une structure externe. C’est vraisemblablement la meilleure solution, à condition qu’elle reçoive l’assentiment et l’adhésion de l’ensemble des acteurs. EPAN, IPSG, EPAN Administrative Framework
