2 2007-2013 : a strategic approach for cooperation in Limousin
Our use of article 37.6(b) of the Council Regulation (EC) n°1083/2006 : 3,5 million € (app. 3% of the total ERDF budget for ) One specific axis in the ERDF Regional OP 3 kinds of eligible operations according to the intensity of cooperation : Networks (exchange of experiences at the European level) Pilot projects (transfer of good practices and common innovative projects) Regional frame operation (capitalization of good practices within a strategic and operational framework) La maquette initiale était de 4 Millions d’€ de FEDER. Finalement revue à la baisse (3,5 M€) en cours de programmation à cause de la pression sur d’autres mesures (notamment aides aux entreprises). Cependant, ces montants non négligeables démontrent un vrai choix politique et un pari sur la coopération. Le choix d’avoir un axe spécifique est assumé. Démarche considérée comme pilote et qui nécessite une visibilité accrue, une mise en œuvre spécifique et une capacité d’expertise (Délégation à la coopération).

3 : What results ? an European network dedicated to rural development 68 member regions with 20 importing regions 56 good practices in process of exportation 80 site visits organized A lobbying activity A final result : a transfer to the Assembly of European Regions (AER) of the network’s governance 30 transnational cooperation projects to the benefit of Limousin stakeholders 13 R&D collaborative projects (launch pad to FP7) The Observation Center for International transitional Justice, a pilot project that received the label « Academic Impact » from the United Nations. Concernant les projets collaboratifs de recherche, à noter la difficulté des acteurs limousins de la R&D d’accéder aux financements du PCRD, programme très élitiste et concurentiel. L’Axe 5 leur offre la possibilité de s’ouvrir à la coopération en offrant plus de souplesse.

4 : the feedback A good financial realization (89% of the financial model consumed in May 2015) Mainly “unilateral” cooperation A real added value due to : A greater proximity to the local stakeholders A flexibility in the management rules compared to ETC The possibility to finance infrastructures A “legal” approach : The Axis 5 controlled by the DG Regio in 2010 En fait les bons chiffres sont les suivants (septembre 2012) : 66% de la maquette Axe 5 programmée 45% de l’enveloppe a fait l’objet de versements aux bénéficiaires Ce qu’on entend par coopération « unilatérale » : on ne s’intéresse qu’aux bénéficiaires limousins pour le financement. On ne cherche pas à connaître les sources de financement des partenaires étrangers. Plus difficile de mettre en œuvre la réciprocité des financements FEDER des bénéficiaires limousins et de leurs partenaires étrangers – nécessiterait une coordination entre Régions européennes. Le financement d’infrastructures a été rendu possible au sein de l’Axe 5 mais cela n’a pas été mis en pratique. On aurait pu imaginer des réalisations physiques sur le territoire limousin dans le cadre de transferts de bonnes pratiques. Contrôle par la DG REGIO de l’opération RURACT. Quelques corrections financières mais qui n’étaient pas dues à la spécificité de l’axe 5 et de la coopération.

5 What complementarity with ETC
INTERREG-ETC cannot answer all needs of interregional cooperation Because of a limited budget ETC will have to focus on a limited number of thematic objectives and won’t be able to fit every Regional OP The EU Regulation for insists on the articulation between ETC and the objective « Investment for Growth and Jobs » ETC must reinforce the Regional OPs The article 87.2(c).v. could help with this articulation : More flexibility for small-scale projects (mini programs linked to Regional Initiative Projects?) Could be a bridge for the capitalization projects (transfers of good practices)

6 2014-2020 : A new start for the cooperation in Limousin
A political choice to confirm the role of interregional cooperation in the future regional OP A wider approach of cooperation including “national” and “transnational” interregional cooperation The wish to extend the experimentation to ESF and EARDF A specific focus on research and innovation in order to reach a real added value of cooperation in the implementation of the smart specialization strategy Pending issues Will it be allowed to implement a multi funding and transversal axis dedicated to cooperation?
