2 Monitoring issues  According to the theory of change developed by PF, a number of additional data are useful to achieve the expected changes:  A- What are the barriers of ECD practices caregivers faced in their daily life  B- According to home visits give the number of caregivers who know how to stimulate the development of young child  C- Number of caregivers using practices learnt to promote early learning  D- Number of home visit  E- Number of session really held It is important to report information concerning each single session has to be collected, avoiding agregation of data. So their must stop collecting data about the average number of attendees Why these new data are need: The objective of monitoring data is to be aware of what is going on. So it is important to be aware of eventual problems, their scope and figure out what king of corrective actions are needed

3 Comments on PF’s Evaluation approach  Evaluating such a program in one year runs the risk of not having relevant results. when you look at most of the data you're looking for, it's hard to see any noticeable changes in 6 months.  Let’s keep in mind that the the target impact of PF is to have Healthy and thriving children in Cote d’Ivoire communities, So To make a true impact Evaluation, a control group should be established with families not involved in the program. following the two cohorts, it will be possible to validate or not the changes made to the action of PF.

5 Comment on program results  The program is not effectively measuring the rigth thing: The main objective of PF is to give parents the skills to raise healthy, thriving children who can achieve their potential in life. But: There is no information about children health condition My suggestions Impact evaluation is more expensive so it important engage donors clearly and also let them know it is also time consuming 1- Strengthen the questionnaire with a module on health 2- constitute a control group 3- space enough time between different assessments (1 to 2 or 3 years)
