2 Objectif du CEC / CEC's aim
L’association a pour but de développer des partenariats européens entre des organismes ayant pour mission notamment à l’échelon régional, l’insertion sociale et professionnelle des personnes fragilisées, la lutte contre l’exclusion, l’égalité des chances, l’accompagnement des personnes handicapées, l’éducation tout au long de la vie et le développement durable. The purpose of the CEC is to develop European partnerships between organizations having for mission, in particular at the regional level, the social and professional integration of vulnerable groups, the fight against exclusion, equal opportunities, support of people with disabilities, lifelong learning and sustainable development.

Le CEC fédère au 1er janvier 2010, 15 organismes de 10 Etats membres (B,D,ES,F,I MT,PL,RO,SK,UK) qui représentent +/- de 800 structures telles que des Entreprises d’Insertion, Coopératives sociales, centres de formation, écoles professionnelles, centres de formation, Entreprises de Formation par le Travail, centres résidentiels s’occupant d’environ jeunes et adultes. CEC federates on the 1st January 2010, 15 organizations form 10 Member States (B,D,ES,F,I,MT,PL,RO,SK,UK) representing +/- 800 entities such as: Social cooperatives, social enterprises, training centres… working with around youngs and adults.

Informations sur les initiatives de la Commission européenne (programmes, appels d’offres, législation…); Préparation et explication de dossiers avec les partenaires ( Fonds Structurels, LLP, Progress, projets pilotes…); Liens avec les services de la Commission européenne/ Coordination des initiatives communautaires exigeant la participation de plusieurs pays pour être éligibles; Recherche de partenaires pour les programmes transnationaux/ Réunions internes et contacts avec les partenaires sociaux (CES,Business Europe,CEEP…); Organisation de séminaires sur des thèmes communautaires européens/ Etudes réalisées avec la collaboration des partenaires. L’Action Coordonnée de Formation et d’Insertion est un réseau pluraliste et militant qui regroupe une quarantaine de centres de formation et d’insertion professionnelle en Wallonie et à Bruxelles. Ces centres offrent à des adultes peu scolarisés, l’opportunité de suivre une formation dans le but de se (ré)intégrer dans le marché de l’emploi. La période de formation procure le temps d’apprendre un métier et également de se construire un projet professionnel de manière autonome et responsable. Is a pluralist and militant network which gathers about forty training centres of social and professional insertion in Wallonia and in Brussels. These associations offer to low qualified people, the opportunity to follow training with an aim of integrating or of reinstating the labour market. During the period of training people gets time to learn a trade and also makes it possible to the trainees to build their professional projects in an autonomous and responsible way.

Fédération regroupant 14 centres dans le nord de l’Italie développant la formation professionnelle, culturelle et sociale des travailleurs, de jeunes en formation initiale, formation des publics peu qualifiés. Favorise le droit des citoyens à la formation et au travail, combat l’analphabétisme, facilite l’insertion des groupes défavorisés sur le marché du travail. Federation gathering 14 centres in the north of Italy developing the vocational, cultural and social training of workers of any kind: promote the citizens’ right to study and work, help in the fight against illiteracy, support and if necessary rehabilitate disadvantage groups to enter the labour market and in case to fit into society.

Hope In The Community est une association à but non lucratif créée afin d’apporter un soutien aux volontaires souhaitant s’engager dans des projets d’insertion socioprofessionnelle. Leur aide s’étend de la consultation à l’encadrement de projets, du structurel à l’aide administrative et de l’information sur les fonds européens à la mise en œuvre de projets. Le but de HITC est de permettre à ses clients de développer des projets durables en utilisant les bonnes pratiques de chacun. Hope In The Community are a non profit company established to provide an umbrella of support for faith and community groups wishing to engage in community regeneration projects. Our assistance ranges from consultancy to project management, from organisational to administrative advice and from funding information to funding application. Our aim is to eliminate the need for our clients to re-invent the wheel and to enable them to establish sustainable projects using best practise.

Les Actions Intégrées de Développement est un réseau d’une trentaine de centres constitué d’organismes d’insertion socioprofessionnelle (OISP), d’entreprises de formation par le travail (EFT), de centres de formation professionnelle (CF) en Wallonie et à Bruxelles. Ce réseau accompagne la démarche d’insertion socioprofessionnelle de personnes de plus de 18 ans, peu ou pas qualifié et qui sont en difficulté pour trouver un emploi. AID is a network made up of 30 organisations such as Socio-professional insertion (OISP), Enterprises of Training by Work (EFT), in Wallonia and in Brussels and centres of vocational training (CF). This network accompanies the process by socio-professional integration of people of more than 18 years, low qualified and which are in difficulty to find an employment.

La SCF est un organisme national de formation, sans but lucratif, reconnu depuis 15 ans par le Ministère du Travail Italien. La SCF rassemble 35 partenaires répartis sur 12 régions, elle regroupe au total plus de 90 centres de formation professionnelle et 2000 travailleurs dispensant plus de 9 millions d’heures par an. Son but est la préservation d’un contexte favorable à l’échange de bonnes pratiques entre des membres toujours plus nombreux. Cet échange permet notamment de proposer des réponses efficaces aux problématiques socioprofessionnelles. Afin de poursuivre cet objectif, elle organise et appuie des actions de formations. Elle propose également des services pour rendre l’offre de formation de ses partenaires toujours plus compétitive et adéquate aux besoins des bénéficiaires. Ces formations sont des formations initiales, continues et/ou tout au long de la vie qui ciblent plus particulièrement : La formation des jeunes L’insertion des personnes désavantagées sur le marché du travail The SCF is a national non-profit organization making training recognized for 15 years by the Italian Ministry of Labour. SCF realizes projects and actions towards human resources, the real protagonists of training paths. SCF has its own offices and those of its partners, in total 35, in 12 regions In and more than 90 Training Schools. The SCF corporation provides more than 9 millions hours of training every year, with more that 2000 employees. The SCF aims at maintaining a context favourable to the exchange of good practises between the members, exchange which can bring solutions in terms of socio-professional problems. In order to achieve this objective, the SCF organizes and supports training actions and proposes its services to make the training offers of its partners more competitive and appropriate to the needs of the people. These training are either initial, continuous or lifelong training which targets more specifically: The youth training The integration of disadvantaged people on the labour market

Il s’agit d’une association regroupant six centres de formation et d’insertion socioprofessionnelle dans les secteurs de la restauration, la construction, le recyclage et l’entretien d’espace vert. Les stagiaires suivant les formations sont pour la plupart salariés et assurent une activité économique. Burger Service à négocié avec les syndicats et le gouvernement local à la création d’emploi pour des personnes qui, vu leur profil, auraient très peu de chance de décrocher un emploi. The Bürger Service, created in 1993, is a non-profit employment society with the aim of the (re-) integration of disadvantaged persons into the general labour market. The Bürger Service is orientating itself on one hand towards the offers of general labour market policy and offers to the participants varied qualification possibilities in the form of application trainings, On the other hand Bürger Service offers to the disadvantaged persons the possibility to find a professional future in the economic departments of the Bürger Service which are working in the general labour market. Moreover the Bürger Service is an integration company since August As an integration company of the first labour market the Bürgerservice is obliged to occupy at least 25% of the workplaces with handicapped persons.

L'objectif de Barka Foundation est de créer les conditions permettant de mettre en place, pour ces personnes, un parcours de formation professionnelle adéquat. Barka Foundation is a non-governmental organization.  Its mission is to offer support for social development of excluded groups, build conditions to enable them to rebuild their lives by creating a system of mutual help, education and entrepreneurship, in line with a citizen's society. The objective is to create a system of support for the process of integration of excluded groups.

La Fédération des Institutions et Services Spécialisés d’Aide aux Adultes et Aux Jeunes est une Fédération patronale qui se divise en 2 secteurs : l’aide à la jeunesse et l’aide à la personne handicapée. La Fissaaj compte 227 affiliés employant plus de personnes. La Fissaaj a pour objet de promouvoir, soutenir et défendre les services mis en place auprès des personnes physiquement, psychiquement ou mentalement handicapées ou socialement en difficulté dont les objets sont :  La promotion des projets des services associés dont les objectifs et la psychopédagogie visent à assurer aux bénéficiaires l'épanouissement et l'insertion sociale et/ou familiale excluant toute pratique professionnelle s'inscrivant dans un contexte prioritairement sécuritaire ou répressif.  La défense et la promotion des intérêts légitimes de ces services associés afin de leur permettre d'accomplir leurs tâches dans les meilleures conditions, tant au point de vue des bénéficiaires que du personnel engagé.  L'orientation de sa politique et de son dynamisme dans le respect des Droits de l'Homme FISSAAJ is a federation of social services. L’association Uni-Est est porteuse du PLIE de l’est lyonnais (Plan Local pour l'Insertion et l'Emploi) depuis 1993 et du CTEF (Contrat Territorial Emploi Formation) de l'Est Lyonnais depuis Uni-Est favorise la mise en cohérence des politiques publiques d’insertion et d’emploi au bénéfice des publics en difficulté d’insertion professionnelle. Pour cela, elle développe des actions innovantes, anime un réseau de partenaires divers et intervient en appui-conseil auprès des partenaires associatifs et des collectivités locales. Son principal objectif est d’aider les demandeurs d’emploi en difficulté à trouver un emploi durable à travers notamment des actions de formations ciblées, des mises en situation de travail, des actions favorisant la mobilité et facilitant la garde d’enfants. Dans ce but, elle veille à ce que son action s’articule avec celle des autres acteurs du territoire et notamment du monde économique afin de répondre au projet commun de développement local. Since 1993 Uni Est le PLIE association has been implementing the PLIE Project (Local Project for professional inclusion and Employment) while since 2006 in the eastern part of Lyon it’s been promoting the CTEF (Local Contract for Employment and Vocational Training). Uni Est le PLIE  is a platform that interacts with different state inclusion and employment policies to be able to evaluate the needs within the projects development and, its support to partners. It mainly aims at offering support to unemployed people, helping them to find a permanent job through focused training actions and job assistance, but also to sponsor mobility actions and to assist with childcare.

ONG créée en 2002, qui a fondé le premier centre d’évaluation des compétences pour les métiers dans le domaine social en Roumanie. Mission : faciliter l’accès à la certification des compétences du personnel actif dans le domaine social, obtenues de manière informelle, afin de diversifier leurs opportunités de carrières professionnelle. Objectif : Après l’évaluation des candidats, ProVocatie délivre les certificats de qualification certifiant les compétences selon les normes professionnelles. NGO created in 2002 which set-up the first Assessment Centre of Competences for occupations in Romanian Social field. Mission: facilitating the access at the certification of staff’s skills obtained on other ways that forml ones, staff that activated in social field in order to diversify the oppotunities in ther professional career. Objective : After the candidates’s assessment, ProVocatie issues graduation or qualification certificates that certify the skills according to the occupational standards.

En 1985 Trinijove commence ses activités dans le domaine de la formation et de l’insertion pour des personnes en risque d’exclusion. tous les services sont gratuits et tendent à favoriser l’autonomie des individus. des formations sont données dans les domaines du jardinage, de la confection industrielle. l’informatique, la cuisine, hôtellerie, soudure Trinijove prend part a des projets catalans, espagnols et aussi européens. la fondation travaille en collaboration avec les entreprises et les services publics intéressés par l’insertion des personnes en difficulté. En 2004, la fondation a crée un « centre spécial de travail » pour répondre aux besoins de personnes souffrant d’une invalidité mentale ou physique. les activités de ce centre sont principalement le jardinage et la gestion des déchets. In 1985, Trinijove begins its activities in integration and training for people in risk of exclusion. All the services are free and tend to support the autonomy of the persons. Trainings are given in the fields of the gardening of the industrial clothes industry, data processing, cooking, hotel trade, welding. Trinijove takes parts in Catalan, Spanish such European projects. The foundation works in collaboration with the enterprises and public authorities interested by the integration of people in difficulty. In 2004, Trinijove has created a “special centre of work” to contest the needs of people suffering from a mental or physical disability. The activities of this centre are mainly the gardening and the management of waste.
