3 norme NF C 18-510 (IS24) « 7.1.3.2 Consignation en deux étapes Dans une CONSIGNATION EN DEUX ETAPES, le CHARGE DE CONSIGNATION ne réalise que la PREIDENTIFICATION et les opérations de CONSIGNATION 1 et 2 (SEPARATION et CONDAMNATION). L'ensemble de ces opérations est appelé première étape de CONSIGNATION. Cette première étape ne peut pas, à elle seule, autoriser la réalisation d’OPERATIONS. Le CHARGE DE TRAVAUX réalise la deuxième étape de la CONSIGNATION (IDENTIFICATION, VERIFICATION D’ABSENCE DE TENSION et MISE A LA TERRE ET EN COURT-CIRCUIT dans les cas prévus). Les modalités d’exécution par les différents acteurs de ces procédures sont précisées en 7.3. » « 7.3.2.1.3 Attestation de 1ère étape de consignation Une ATTESTATION DE 1ère ETAPE DE CONSIGNATION ne concerne que les TRAVAUX HORS TENSION sur l’OUVRAGE ou l’INSTALLATION. Elle est rédigée par le CHARGE DE CONSIGNATION. Sa délivrance est conditionnée par l’exécution préalable des deux premières opérations d’une CONSIGNATION. Elle est remise au CHARGE DE TRAVAUX pour réalisation de la deuxième étape de la CONSIGNATION, avant exécution des travaux proprement dits. » Déconnecter des câbles est une opération d’ordre électrique. Toute personne devant réalisé cette opération doit être habilitée, voir section 7.3.5.1 et 7.4.10 : 7.3.5.1 Travaux hors tension d’ordre électrique sur un ouvrage ou une installation Dans le cadre d’un TRAVAIL HORS TENSION sur un OUVRAGE ou une INSTALLATION, les TRAVAUX sont réalisés par des exécutants habilités symboles B1 ou H1, sous la responsabilité d’un CHARGE DE TRAVAUX habilité symboles B2 ou H2. Avant de commencer son travail, le CHARGE DE TRAVAUX doit recevoir une ATTESTATION DE CONSIGNATION EN UNE ETAPE ou une ATTESTATION DE 1ère ETAPE DE CONSIGNATION établie par le CHARGE DE CONSIGNATION. 7.4.10 « L’EXECUTANT de TRAVAUX d’ORDRE ELECTRIQUE doit être habilité pour des TRAVAUX HORS TENSION, symboles B1 ou H1, et suivre les instructions du CHARGE DE TRAVAUX.
