4 4 Intelligent Transportation Systems (ITS) enable new capabilities Traditional TS capabilities focus more on knowing the transportation network status so cities and operators can react to the situation. New ITS capabilities focus on anticipating what is likely to happen in order to predict and avoid the likely congestion situations. Congestion management Traditional TS capabilities focused more on responding to incidents when traffic slowdown is observed. New ITS capabilities focus on automatically detecting incidents and engaging citizens in order to initiate faster emergency operations Incident management Traditional TS capabilities are usually based on static schedules and a reduced mix of travel modes. New ITS capabilities focus on forecasting travel conditions, taking into account all available modes, with real-time adjustment in order to ensure the best traveler experience Multimodality These capabilities can be used for optimization in traffic or transit operations, multimodal planning, last mile delivery, parking management, road user charging, and to develop new value-added services for cities, citizen, or fleet managers
