Future actions: set up of corridor management committee? Need for a baseline survey of corridor operations Need to further investigate regulatory implications CEMAC/ECCAS to propose SSATP set of actions by December 2004

Observatories Pilot trial completed on two corridors (end 2003) Methodological and data collection issues Revised methodology to be devised Additional support expected from USAID on data collection design and IT set up Next round of surveys to be carried out early in 2005, with validation workshop by April 2005 SSATP support required for data collection, processing and dissemination Extension of the scope to other corridors during 2 nd half of 2005

Study/workshop on institutional and legal framework Three ongoing studies on transit system and guarantee regime, border posts and corridor management legal status (NEPAD and AfDB financing) Validation workshops will be organized before end of 2004 (RECs and donors financing) Support from SSATP may be sought to help update of national regulations to comply with agreed regional legal provisions. ToRs to be drafted by January 2005

20 20 Multi Corridor issues/Inter REC Cooperation 1. Areas of inter-REC cooperation: status of actions SADC-COMESA-FESARTA-PMAESA-ECA consultation in May 2004 on observatories and overload control; Internal coordination ECOWAS-UEMOA now complete in almost every subject No progress on ECCAS-CEMAC No action undertaken involving Africa wide inter REC cooperation or multi corridor issues since the Nairobi Feb 2004 meeting.

Areas of inter-REC cooperation: next steps Facilitation action by SSATP and ECA to improve CEMAC-ECCAS coordination by December 2004 Global reconsideration of the observatories (during ongoing SSATP meeting) Information sharing to be developed on one stop border posts issues (legal-management- procedures- infrastructure)? Develop the process of inter REC trade facilitation cooperation involving Customs (starting with COMESA-SADC on regional bond guarantees)
