Cash for Nutrition Workshop Dakar A SCI-CALP initiative Evan Schuurman/Save the Children Save the Children

Rationale In 2016 the use of cash transfers (CT)is about 10% of global humanitarian funding but with inequal distribution humanitarian aid sectors. Several Initiatives were led to better understand cash transfers entry points to prevent or fight against malnutrition, generating evidence on the applicability of the modality and on the CTP added value on nutrition outcomes. However, uptake of this evidence by nutrition actors is limited because of its complexity and thus poorly translated into concrete actions Grandes lignes et raison d’être de la formation (besoin avéré de formation, liens avec des régions, des pays ou d’autres contextes dans lesquels la formation a également lieu, etc.). Mettre l’accent sur le fait qu’il s’agit d’appuyer une mise en œuvre plus efficace de l’ANJE_U.

The Initiative Initiated by CaLP and Save the Children (Emergency Nutrition Cash group) Objective: identifying gaps and developing approaches / operational resources to enhance the use of cash transfers in nutrition-specific and nutrition-sensitive programs where relevant and appropriate. Pertinent in WCA with the developing concept of multi-purpose cash transfers (MPGs) To ensure overall buy-in and technical expertise, the process includes a large range of actors through the regional Cash Working Group and the Regional Nutrition Working Grandes lignes et raison d’être de la formation (besoin avéré de formation, liens avec des régions, des pays ou d’autres contextes dans lesquels la formation a également lieu, etc.). Mettre l’accent sur le fait qu’il s’agit d’appuyer une mise en œuvre plus efficace de l’ANJE_U.

STEP 1/ Brainstorming on cash and nutrition: the missed opportunities Low mainstreaming of Cash across sectors Due to different factors (association of CASH and Monetary poverty, set up of the Cash coordination), cash is perceived as FSL tool with low mainstreaming over sectors Low coordination between sectors for CT based programme resulting in convergence rather than integration Low CT capacities of nutrition actors Low opportunities on CT training for nutrition actors and low interest Lack of decision making/diagnosis tools Lack of diagnosis tools toassess CT opporutnities and entry points Lack of programmation tools/ how to assess risks Grandes lignes et raison d’être de la formation (besoin avéré de formation, liens avec des régions, des pays ou d’autres contextes dans lesquels la formation a également lieu, etc.). Mettre l’accent sur le fait qu’il s’agit d’appuyer une mise en œuvre plus efficace de l’ANJE_U.

STEP II: Work session and action plan The mobilization of nutrition actors in the current discussions on cash transfers, and a better understanding and appropriation of the modality potential by sectoral actors The reinforcement of the minimum technical capacities of nutrition actors on cash transfers The development of an operational tool supporting the design of programs according to the context and the specific objectives of each intervention (eg Decision Tree) Grandes lignes et raison d’être de la formation (besoin avéré de formation, liens avec des régions, des pays ou d’autres contextes dans lesquels la formation a également lieu, etc.). Mettre l’accent sur le fait qu’il s’agit d’appuyer une mise en œuvre plus efficace de l’ANJE_U.

STEP II: ACTION POINTS Barrier Recommendations Actors CT is not sufficiently mainstream over all sectors Investigation to identify the main bottle necks for the use of TM by nutrition actors CRS, ACF, Save the Children Listing of current use of TM by humanitarian/development actors in all sectors Save the Children, Solidarités Advocacy for a stronger integration of TM in nutrition programmes ACF, Solidarités, HKI, ECHO, OCHA Ensuring that the Regional Nutrition Working Group agenda includes TM UNICEF Nutrition actors have low CT capacities To lead a regional technical/advocacy workshop to highlight complementary between CT and nutrition UNICEF, Save the Children To improve communication on CT training opportunities Review of existing CT good practices at the regional level UNICEF, CRS, WFP Develop/lead a Webinar on good practices/case study IFPRI, Save the Children, WFP Lack of decision- making tools for nutrition actors Identification and review of existing CT tools Red Cross, ECHO, Save the Children, CALP Development of a decision tree tool to identify how to use CT for nutrition programming To lead a CT pilot project in association with a research institute IFPRI, WFP Barrier Recommendations Actors CT is not sufficiently mainstream over all sectors Investigation to identify the main bottle necks for the use of TM by nutrition actors CRS, ACF, Save the Children Listing of current use of TM by humanitarian/development actors in all sectors Save the Children, Solidarités Advocacy for a stronger integration of TM in nutrition programmes ACF, Solidarités, HKI, ECHO, OCHA Ensuring that the Regional Nutrition Working Group agenda includes TM UNICEF Nutrition actors have low CT capacities To lead a regional technical/advocacy workshop to highlight complementary between CT and nutrition UNICEF, Save the Children To improve communication on CT training opportunities Review of existing CT good practices at the regional level UNICEF, CRS, WFP Develop/lead a Webinar on good practices/case study IFPRI, Save the Children, WFP Lack of decision-making tools for nutrition actors Identification and review of existing CT tools Red Cross, ECHO, Save the Children, CALP Development of a decision tree tool to identify how to use CT for nutrition programming To lead a CT pilot project in association with a research institute IFPRI, WFP Grandes lignes et raison d’être de la formation (besoin avéré de formation, liens avec des régions, des pays ou d’autres contextes dans lesquels la formation a également lieu, etc.).
