NOTICE OF ADOPTION FOR RATES FOR DAYCARE MONTHLY BUS PASSES Please note that the Municipal Council of the City of Clarence-Rockland intends to adopt By-Laws: to regulate the day care fees for 2012 pursuant to Section 391 of the Municipal Act 2001. (Recreation Department) to regulate the rates for monthly and daily passes for the year 2012 for the CRTranspo public transit services. (Physical services) The public meeting will be held in the Council Chambers located at 1560 Laurier in Rockland, Ontario on February 8th, 2012 at 7:15 p.m. at which time Municipal Council will receive written and/or verbal comments from the public.

INTRODUCTION Lors de la présentation du Budget 2012, les Services Physiques ont été mandatés de faire l’analyse du prix du laissez-passer mensuel d’autobus en maintenant la même contribution financière de la municipalité à 22% soit la même contribution quand 2010 et 2011. During the presentation of the 2012 Budget, the Physical Services was mandated to analyze the monthly bus passes rate while keeping the same financial contribution at 22% from the municipality as in 2010 and 2011.

HISTORIQUE / HISTORIC En 2003, la Cité de Clarence-Rockland établit le transport en commun CR Transpo (circuit #530) avec trois (3) trajets. En 2004, le trajet CR Transpo (circuit #535) de Bourget est mis en service avec un (1) trajet. In 2003, the City of Clarence-Rockland established the public transit CR Transpo (circuit #530) with three (3) trips. In 2004, the CR Transpo (circuit #535) from Bourget starts with one (1) trip.

AUJOURD’HUI / TODAY TRAJET 530 (Clarence-Rockland) Nous fournissons maintenant 14 départs de Clarence-Rockland vers Ottawa/Gatineau dont 5 de ces départs sont des autobus adaptés et nous avons 13 trajets de retour dont 5 sont avec des autobus adaptés. TRAJET 535 (Bourget) Nous sommes maintenant rendus avec 3 départs et 3 retours. TRIP 530 (Clarence-Rockland) We now offer 14 departures from Clarence-Rockland to Ottawa/Gatineau and 5 of these departures are with an accessible bus. We also have 13 return trips which 5 are serviced by an accessible bus. TRIP 535 (Bourget) We have now 3 departures and 3 arrivals.

CONSIDÉRATIONS FINANCIÈRES (AUGMENTATION DE 13% - 29$) La part de la Cité en 2010 et 2011 provenant du fonds général était de 22 %. Afin de maintenir cette même part, il faudrait augmenter les frais de 13 % (29 $) soit 245 $ pour une passe mensuelle. De plus, ceci représente quand même une augmentation de la contribution du fond général de 70,252 $ relativement au fond général de 2010. La part municipale passerait donc de 523,387 $ (2011) à 593,639 $ pour 2012. Les principales causes de cette augmentation sont dues au fait que nous devons assumer une hausse de 3% au contrat, une hausse des taux d’essence et d’inflation et de plus il y a eu une réduction dans les subventions provinciales. Un autobus a également été ajouté en septembre 2011. Nous prévoyons des coûts d’opérations de 2,628,159 $. Les revenus anticipés selon les tarifs proposés incluant les revenus de publicités et les subventions seront de 2,034,520 $. Le cout réel d’un laissez-passer mensuel est de 363,51 $ dont 22% (82,12 $) est déboursé par le compte général de la municipalité, 9.5 % (34,57 $) provient de la taxe provinciale sur l’essence, 0.50 % (1,82 $) provient de publicité et 67% (245 $) est déboursé par l’utilisateur du service. En moyenne il y a 21.67 jours ouvrables par mois, donc si le coût du laissez-passer est de 245 $, le coût moyen par jour s’élève à 11.30 $. De plus, il est à noter que les titulaires de passe mensuelle sont éligibles pour un crédit d’impôt de 15.5%.

FINANCIAL CONSIDERATIONS (INCREASE OF 13% - 29$) The City’s financial contribution in 2010 and 2011 provided by the general fund was 22%. In order to maintain that same percentage a 13% ($29) rate increase would be required, therefore the monthly pass will be $245. Furthermore, this represents an increase in the contribution from the general funds of $70,252 in comparison to last year. The municipality’s financial contribution would then increase from $523,387 in 2011 to $593,639 in 2012. The main reasons to this increase is due to the fact that we have to respect a 3% increase in our contract, an increase to the gasoline rates plus inflation and a reduction in the provincial subsidies. Also we added a bus in September 2011. We are anticipating our operation costs to be $2,628,159. The projected income of $2 034 520, will be generated by the proposed rates, revenues from the advertisement and from the subsidies. The actual cost for a monthly pass is $363.51. The general fund pays out 22% ($82.12), 9.5% ($34.57) results from the provincial tax on the gas, 0.50% ($1.82) comes from advertisement and 67% ($245) is paid out by the user of the service. On average in a month there is 21.67 working days, thus if the cost of the pass is $245, the average cost per day is $11.30. Furthermore, the monthly pass holders are eligible for 15.5% tax credit.
