3 Conceptual framework Why? Following UNSCR 2112 (2013) and in the context of transition planning, generate an integrated framework for UNOCI action in support of SSR implementation How? 1.Improve UNOCI interventions as per UNSCR 2112 (2013) and in line with the MIP 2.Facilitate multi-stakeholder engagement in SSR UNOCI

4 Overview of the SSR Strategy (I) Strategic objective Deliver a coordinated and coherent support to the implementation of the National SSR Strategy in line with UNSCR 2112 (2013): at the strategic level - strengthening the SRSG's good offices at technical level - achieving unity of effort and vision within the UN Strategic outcomes Contribute to the setting up of efficient and accountable security institutions in an enhanced rule of law environment Promote national reconciliation, democratic oversight and enhanced coordination among SSR stakeholders UNOCI

5 Overview of the SSR Strategy (II) State of play: key partners and institutional arrangements National level: the Consultative Group within the Secretariat of the National Security Council International level: (1) the SSR-DDR Donors' coordination meeting ; (2) high-level meetings in the P5 framework The way forward: UN-system wide approach to SSR Intra-Mission coordination and information sharing UN SSR WG (formally established on 10 April) International SSR Contact Group UNOCI

6 Challenges Coordination Lack of joint planning, joint monitoring and evaluation of SSR programmes and joint strategic messaging SSR decentralization Field presence and sustainable links with local SSR actors Transformation of the security apparatus Lack of clarity on security and defense roles; mistrust; insufficient democratic oversight; non-statutory security actors Cross-border Porosity of borders; establishment of a TCU; comprehensive repatriation strategy UNOCI

7 New mandate: key areas of engagement Strategic review of the collaboration framework between UNOCI and the S-CNS: focus on the National Security Strategy, SSR decentralization, capacity building and advocacy for political reconciliation Support Police reform through joint UNOCI-UNCT initiatives, in the greater framework of SSR decentralization Coordination: empower the National Security Council to coordinate SSR efforts; Create synergies within the UN system and develop sustainable coordination mechanisms with all SSR stakeholders UNOCI
