Key facts Québec is one of the world’s leading producers of hydroelectricity. 98 % of all electricity produced in Québec comes from hydraulic sources. Electricity satisfies 37% of Québec’s energy needs. Quebec has 3 % of the planet’s freshwater reserves. Québec society uses the energy equivalent of 35 barrels of oil per person per year. Québec has the lowest GHG emission per capita in Canada. In 2014, the energy sector accounted for nearly 4.2% of Québec’s gross domestic product (GDP), i.e. $13 billion.

Depuis 1975, Hydro-Québec a conclu une trentaine d’ententes avec les nations ou les communautés autochtones relativement à des projets de développement. Ces ententes permettent aux communautés autochtones de participer activement à la réalisation des projets, du début jusqu’à l’exploitation, d’être impliquées dans les programmes de suivi environnemental et de bénéficier de retombées économiques. Cette approche est fondée sur le respect des personnes, de leurs valeurs et de leur culture. Deux grands principes guident cette approche : Impliquer les communautés autochtones dès les premières phases d’un projet Favoriser la poursuite des activités traditionnelles Retombées économiques : création d’entreprises comme Compagnie de Construction et de Développement Crie (1976), Air Inuit (1978), Gestion ADC (1996), Société des entreprises innues d’Ekuanitshit (La Romaine)

9 GHG emissions By 2012, Québec had already reduced its GHG emissions to 8% below 1990 levels, exceeding its own reduction target by 2%. Québec has now set itself an even more ambitious target for 2020, namely to reduce its GHG emissions to 20% below 1990 levels. The 2030 target is 37,5% below 1990 levels, the most ambitious in Canada.

11 Québec Carbon Market The Québec and California cap-and-trade (C&T) systems came into effect on January 1, 2013 and were linked on January 1, 2014. Once Ontario joins the carbon market, the WCI carbon market will have a population of 62 million and a GDP of more than 3.7 trillion dollars. It is the only carbon market in the world to have been designed, developed and operated by sub-national governments from different countries. It provides numerous economic and environmental benefits to all partners.
