Maintaining a balance between economical development and risks management Reducing, at the same time, UAVs unintentional misuses and as well malicious acts (ie improving both safety and security) Implementing a comprehensive approach (legal and capability aspects) Using a large spectrum of actions: awareness / education / deterrence / enforcement Subcommittee on Security and Defence, European Parliament

7 Facing malicious use, autonomous counter mesures are necessary
In case of major pre-planned event : Air Force leadership to manage 3D coordination For public securty, systems based on jamming disabling C2 link beetween UAV and operator On going studies about alternative ways to counter UAV’s : drone vs drone, eagles, net, laser, high power electronic impulse. Une défense aérienne robuste adaptée aux aéronefs pilotés Besoin de réagir rapidement face à un engin furtif et fugace Réponses cinétiques non performantes (filets, projectiles, jet de matière,…) Efficacité de la neutralisation électronique (brouillages TC, vidéo, GPS) Article dérogatoire CPCE (article L : besoins de l'ordre public, de la défense et de la sécurité nationale ou du service public de la justice) Nécessité de recourir à une étude d’impact France pionnière à l’international Subcommittee on Security and Defence, European Parliament
