5 L importance des fruits et l é gumes au Maroc 17% du produit int é rieur Brut et occupe la moiti é de la population active. les superficies am é nag é es : hectares en 1997 ; L essor des productions des fruits et l é gumes, qui permettent de couvrir une part significative du march é int é rieur : 98 % La superficie agricole utile (SAU) est estim é e à 8.7 millions d hectares La taille moyenne des exploitations agricoles reste faible, bien qu elle soit pass é e de 5 à 6 hectares entre 1974 et 1996 importante extension des terres irrigu é es : hectares en 1996 Chiffre d affaires : MDH 34% de l ensemble du chiffre d affaires industriel national, l agro-industrie est le deuxi è me secteur industriel. Effectif : salari é s « ( 21% des salaries du secteur industriel) Nombre d entreprises : 1621 Valeur ajout é e : MDH (34% de la valeur ajout é e industrielle) Exportations : MDH Capital é tranger : MDH L industrie alimentaire est le secteur industriel o ù la part du capital é tranger est le plus petit, elle repr é sente que 10% du capital total de l ensemble du secteur.

6 Le secteur des fruits et l é gumes couvre une grande part les besoins du pays Les fruits et l é gumes peuvent être la cause de maladies graves à cause des risques li é s aux process de production, pratiques agricoles, environnement de transformation, emballage, stockage, transport, des additifs, contamination microbienne et chimique, de la transmission des maladies par contamination, des pratiques frauduleuses … Ces donn é es montrent l importance de la conservation de ces aliments, qui est tr è s complexe car li é e à plusieurs facteurs au niveau de la conservation, de stockage, d emballage, de transport, de r é glementation, de normes, de control,ces derni è res ann é es ont connu une é volution tr è s importante.

7 Probl é matique de la Protection des fruits et l é gumes l agriculteur ne peut plus ignorer les risques de certaines pratiques agricoles et l agro-industriel ne peut plus ignorer les risques de certaines pratiques de production: rentabilit é de son exploitation, mais aussi de la qualit é et de la s é curit é des produits pour le consommateur et des risques pour l environnement. r é sidus de produits phytosanitaires et les contrôles pour le respect des limites maximales de r é sidus (LMR)

8 Grâce à un encadrement plus pouss é de la profession ( à mettre à l actif de la SASMA et de l ASPAM qui jouent le rôle de conseiller et d agent d avertissement), on assiste à une é volution des m œ urs en mati è re de lutte phytosanitaire. Par le choix et l utilisation raisonn é e des produits chimiques, l agriculteur marocain tend à mieux ma î triser ses probl è mes phytosanitaires tout en r é alisant, en contre partie, des é conomies substantielles. Il a é galement pris conscience de l int é rêt d utiliser des vari é t é s authentiques et performantes et du mat é riel v é g é tal indemne de maladies afin de mettre tous les atouts de son côt é d è s la cr é ation de son verger.

9 Par ailleurs, le d é veloppement de m é thodes biotechniques faisant appel aux pi é geages à base d attractifs sexuels (ph é romones) aux auxiliaires de lutte biologique entra î nera, n é cessairement, d importantes modifications dans la strat é gie de lutte contre les insectes et les acariens des agrumes.

10 Exemple des agrumes(lettre de la SODEA) Dans le but de r é duire l utilisation des pesticides en pr é - r é colte, la lutte contre les ravageurs des agrumes a beaucoup é volu é au Maroc depuis ces derni è res ann é es dans le sens d une lutte de plus en plus raisonn é e ; les exp é riences de nombreux producteurs dans ce sens se sont r é v é l é es int é ressantes. Ces progr è s incontestables dans la protection phytosanitaire des agrumes faisant appel aux diff é rents moyens agronomiques, chimiques et biologiques ne pourront aller qu en s accroissant car ils r é pondent à des facteurs é cologiques, é conomiques et de crit è res de vente de plus en plus exigeants.

11 L assurance d une qualit é optimale des fruits d agrumes ne sera acquise que par la mise en place de normes de traitement et de contrôles à tous les niveaux de la fili è re (production, conservation et transformation é ventuelle) et par le respect rigoureux des conditions d application.

26 Parmi les grandes entreprises marocaines travaillant dans la production, la conservation et transformation des l é gumes, trois grandes entreprises sont à signal é es : SODEA, AICHA, ONA.

27 V-Probl é matique du secteur des Fruits et L é gumes Les aliments sont tous p é rissables par nature. Cette propri é t é, indispensable à leur rôle d'aliments, pose de nombreux probl è mes : pr é servation depuis la r é colte, la capture ou l'abattage jusqu' à l'utilisation. Dans des denr é es alimentaires à l' é tat naturel il existe : Ø des compos é s anti-nutritionnels ou toxiques, Ø il faut alors les identifier et en é tudier les propri é t é s et le mode d'action, afin de pouvoir les é liminer ou les rendre inoffensifs.

28 Diverses denr é es subissent des traitements : un é tat convenable de salubrit é, de valeur nutritionnelle, d'acceptabilit é organoleptique. Comprendre et ma î triser: le comportement g é n é ral des grandes classes d'aliments, leur d é t é rioration bact é rienne ou chimique la pr é vention de cette d é t é rioration, les é quilibres alimentaires, la qualit é nutritionnelle des aliments, la toxicit é et ses vecteurs.

32 5- Les fruits et l é gumes "BIO" Actuellement, les produits issus de l'agriculture biologique sont en plein essor. Ces produits doivent remplir le cahier des charges des ordonnances fédérales sur l'agriculture biologique pour se pr é valoir du label "BIO".ordonnances fédérales sur l'agriculture biologique Sont notamment interdits dans le cas des produits "BIO" : L'utilisation de tout pesticide de synth è se (ceci est r é guli è rement v é rifi é par l'analyse des produits portant le label "BIO")

33 V- Facteurs influant sur la qualit é des fruits et l é gumes Ces aliments se caract é risent par leur teneur é l é v é e en eau (65 to 95 % ), la temperature et l humidit é. Ces alterations sont aussi caus é e par des infestations par des parasites, virus et bact é ries avant et apres la r é colte. Ceci necessite donc le controle de la tempertaure, humidit é, controle microbien, de l atmospherre du condtionement, brunissement, consistance, oduer, le gout....

34 VI-Conservation DES FRUITS ET LEGUMES Signalons limportance de la chaine de conservation des fruits et légumes depuis la récolte juquà la table, cette chaine inclue aussi le stokage et le transport que plusieurs autres tectnologie ( voir bibligrpahie). Au Maroc certaines techniques sont utilisées par cetianes indutries comme: 1- la Conservation par le froid 2- CONSERVATION PAR ATMOSPHER CONTROLEE 3-EMBALLAGE DANS ATMOSPHERE CONDITIONNEE 4-irradiation

35 DANS LME CADRE DE LEMBALLAGE DANS ATMOSPHERE CONDITIONNEE On note la présence au Mlaroc, par exemple à grande echelle: - des Entrepots frigorifiques, principalement por crtaines fruits ( pommes, poires...). lutilisation de salle de stokage ventillée sont aussi disponibles (oranges). au Maroc, on utilise principalement de lemballage en fim en plastique sans gaz, principalement pour crtaines fruits ( pommes, poires...). 36 IX- Législation Plusieurs normes sont utilisées selon la nature et la destination des fruits et légumes ( Normes marocaines, européennes et américaines). Il existe aussi des normes marocaines selon la nature de laliment. Plusieurs etablissement publiques interviennent pour le controle comme le minsitere de la santé, de lagriculture de linteriuer, et des associations de dfenses du consommateur.

37 X- Forces et faiblesses du secteur au maroc Forces. Potentiel de productions régionales sous exploitées. Mise en valeur des ressources locales. Main dœuvre bon marché et appliquée dans la filière. Filière à fort potentiel de croissance depuis la production de produits frais jusquaux produits transformés. Recherche agricole existence mais à développer (Pépinière, essais variétaux de fruits). Potentiel de sympathie en Europe et au EU: succès aux différentes manifestations.. Potentiel réel déchanges au niveau européens et américain. Fruits biologiques : le sol du Maroc permet lexploitation de ces produits à fort potentiel. Il existe une grande opportunité sur le marché mondial. Conserves de fruits : prix compétitif sur le marché international dû à la faiblesse du coût dachat des fruits. -

38 Faiblesses Ce secteur se caractérise par: Des petites superficie et une structure familiale, Des coopératives constituées non performantes, Le marché du frais se caractérise par un mauvais conditionnement La valeur ajoutée est faible La non maîtrise de la qualité perisabilité rapide des fruits et légumes Insuffisance de la production agricole

39 Insuffisance de lutilisation des techniques de conservation et de la transformation des produits Problèmes dapprovisionnement en produits agricoles et en intrants Problèmes demballage et de conditionnement Faiblesse de la qualification de la main dœuvre Faiblesse de la performance économique et financière des entreprises de transformation à cause : - de la faiblesse de la productivité du personnel - des techniques de conservation non maîtrisée - Manque de formation spécialisées et paritiques - de la faiblesse du niveau des ventes - du poids des charges de structure dans la production vendue : énergie et frais généraux de fabrication - du poids des frais de personnel dans le chiffre daffaires réalisé - de limportance du coût dachat des matières premières - de limportance du coût dachat des technologies

40 XI- CONCLUSION Cette présentation montre : l'importance du secteur au Maroc des fruits et légumes au Maroc, leur valeur ajoutée, la diversité des plantes qui peuvent être exploitées, les productions les contraintes : humaines, climatiques, techniques, socio-économiques et internationales, un matériel végétal peu performant, des itinéraires techniques mal adapté, un manque dorganisation des producteurs, une insuffisance en moyens de stockage et de conservation..

41 La v é tust é de mat é riel de production, de conservation, l insuffisance de technologie, de mati è res premi è res import é es, des pi è ces de rechange et des emballages, et l é coulement des produits sont les principaux facteurs de blocages de d é veloppement ou de faillite de certaines soci é t é s industrielles de transformation. D autres crit è res fondamentaux induits par les accords du GATT imposent une nouvelle vision du secteur qui doit de plus en plus tenir compte de la productivit é, de la qualit é et de la comp é titivit é. Les diff é rents op é rateurs de la fili è re seront oblig é s d é voluer et d utiliser des technologies nouvelles s ils veulent rester comp é titifs.

42 L'Etat marocain a mis en place un certain nombre de moyens d accompagnement et de structures (Euro Maroc Entreprise, Centre Technique des Industries Agroalimentaires, Centre Marocain pour la Production Propre) et un certain nombre de mesures (Fond de Garantie pour la Mise à Niveau, Alphab é tisation fonctionnelle des salari é s de l'entreprise, les contrats Sp é ciaux de Formation, les Contrats Formation Insertion,... ) pour accompagner les entreprises dans leur mise à niveau, nous y reviendrons dans un prochain article.
