17 Triangulation is key to robustness of ‘self- reporting’ Inclusiveness: -The process is led by the lead government agency -But includes various relevant Ministries (especially the Finance Ministry) -Includes development partners -Include civil society networks

21 Appropriate level of endorsement should be sought High-level Endorsement: -Endorsement by the appropriate level within Government -Preferably by all Ministers concerned -But could also be endorsed by one key Minister only and used to advocate to others after the issue of the global report

22 La validation du rapport devrait se faire au niveau approrie’ Validation au bon niveau : -Approbation par le haut niveau au sein du gouvernement -De préférence par tous les ministres concernés -Mais pourrait également être approuvé par un ministre clé et utiliser cet acteur clé pour approcher les autres ministres après la publication du rapport mondial

23 Global Update and national reports will be ‘advocacy friendly’ -Global report will include several specific country examples -Positive examples will be named individually, issues will be listed collectively -Additional national PDF reports and tools for comparisons among countries will be available on the website

29 Tips to mainstream monitoring of commitments in Joint Sector Reviews What process will your country use? A report done by consultant 10 weeks before: try to include HLM commitments in TORs of report 6 weeks before: provide materials (and commitments) and feed-back to the consultant/ technical team leading the report 5 weeks before: review relevant findings in the report 4 weeks ahead: ensure the agenda of the JSR includes a point of review of HLM commitments 4 weeks ahead: make sure a preliminary progress update on commitments are circulated to participants

30 Tips to mainstream monitoring of commitments in Joint Sector Reviews What process will your country use? Series working groups 10 weeks before: try to have SWA partners in each of the working groups (e.g. sanitation, water, rural etc..) 6 weeks before: provide materials (and commitments) and feed-back to the working groups 5 weeks before: pull together progress review on commitments’ progress by each working group 4 weeks ahead: ensure the agenda of the JSR includes a point of review of HLM commitments either under each working group or as a cross-cutting issue 4 weeks ahead: make sure the preliminary progress update on commitments (complied by pulling together from working groups) are circulated to participants
