The unique Antarctic Since 1959, the Antarctic Treaty has been the centrepiece of international cooperation to preserve the unique character of Antarctica as a natural reserve devoted to peace and science through exchange of information, consultation and formulation of Measures, Decisions and Resolutions.

Antarctic Treaty Consultative Meeting Annual meeting since 1994 (alphabetical order) More than 450 delegates representing the 50 Parties (29 Consultative - of which 12 ‘founders’, incl. BE, 21 non consultative), including officials, renowned scientists, experts and international observers attend this meeting with a common goal: to promote effective international cooperation on challenges and emerging threats facing Antarctica.

ATCM, Brussels 2013 From 20 to 29 May 2013, Belgium hosted the XXXVIth meeting of the Consultative Parties to the Antarctic Treaty and the XVIth meeting on Environmental Protection (CEP). Organized by the Departments of Foreign Affairs, Environment and Science Policy. The Parties welcomed the Czech Republic as the 29th Consultative Party.

ATCM XXXVI, Achievements Key result: adoption of a strategic work plan which identifies priorities in order to reinforce cooperation . in ensuring a robust and effective ATS . in strengthening the protection of the environment . in the effective management and regulation of human activities in Antarctica. The CEP identified a series of critical policy issues and endorsed a site clean-up manual, decided to develop a prioritized climate change response work plan The ATCM adopted 17 managements plans for Antarctic protected areas and 16 Site Guidelines for visitors.

ATCM XXXVI, Achievements (2) Parties supported further international cooperation on Antarctic science and logistics. The Parties held a full day special session on Search and Rescue and decided to continue to share best practices, to cooperate with IMO and ICAO and to encourage the five Rescue Coordination Centers to conduct exercises with each other and other relevant entities. Tourism remains a point of attention. In response, Parties adopted a Decision on exchange of information and decided to focus in particular on land based and adventure tourism at the next meeting.

Accents belges (1) Beschermde mariene gebieden: voorstel door BE, DE en NL ter ondersteuning van de aanduiding van nieuwe BMG in de Zuidelijke IJszee door CCAMLR. Bij gebrek aan consensus kon de resolutie niet worden goedgekeurd. De druk op de onderhandelaars neemt dus toe. Zij komen in juli bijeen in Bremerhaven om 2 nieuwe gebieden aan te duiden. In de rand van de meeting organiseerde België het evenement 'Wit en blauw' om te wijzen op de sterke wisselwerking tussen het continent en de omringende oceaan, met als symbool de pinguïns die zich er voortdurend tussen heen en weer bewegen.

Belgische accenten (2) Bioprospection : prélèvement d’échantillons de matériel biologique spécifique à l’écosystème antarctique, afin de collecter des données et de développer des produits dérivés dans des domaines industriels et biotechnologiques variés. BE, NL et SW ont introduit un document de travail et un projet de résolution car, si ces activités présentent une réelle opportunité scientifique et économique, elles constituent également une menace potentielle pour l’environnement fragile de l’Antarctique. Il faut aussi s’assurer que le libre échange des résultats des recherches ne soit pas entravé. Le projet de résolution présenté par la Belgique a finalement été approuvé (après amendement!!)

Accents belges (3) Ongerepte terrestrische gebieden: BE heeft een werkdocument ingediend over de menselijke voetafdruk en het behoud op lange termijn van microbiële terrestrische habitats. De nieuwe kennis over de biodiversiteit van terrestrische micro-organismen wijst op de dringende noodzaak om die te beschermen tegen menselijke aanwezigheid en om ongerepte referentiezones af te bakenen om toekomstig onderzoek te garanderen. Bij gebrek aan consensus werd de resolutie niet goedgekeurd. België neemt nu het initiatief in een intersessionele contactgroep met alle betrokken

Belgische accenten (4) Biodiversity.aq : une initiative conjointe de BE et du Scientific Committee on Antarctic Research (SCAR), largement financée par BELSPO afin que les résultats des recherches en biodiversité terrestre et marine soient mis à la disposition de tous. Le Comité a reconnu la grande valeur de cette initiative. Portail environnement : BE a soutenu le projet de portail environnemental ‘environments.aq’ de N-Z qui facilite le lien entre la science Antarctique et le CPE. Les ONG se sont réjouies de la présentation de l’outil. Des Parties se sont inquiétées de la neutralité des informations diffusées et du financement à long terme

Accents belges (5) Inspecties van het Prinses Elisabethstation: Het station werd aan twee gemeenschappelijke inspecties (Rusland/VSA en Duitsland/Zuid-Afrika) onderworpen. Inspecties zijn cruciaal om de geloofwaardigheid van het juridische kader te waarborgen. Ze laten ook toe om goede praktijkvoorbeelden uit te wisselen op het vlak van energiebesparing en het beperken van afval en emissies en om de relevantie en de kwaliteit van het verrichte wetenschappelijke onderzoek te toetsen. Het station werd aangehaald als model voor de kwaliteit van de voorzieningen en voor het milieubeheer. De relevantie van het onderzoeksprogramma werd bevestigd.

Belgische accenten (6) Information et sensibilisation : BE soutient l’importance des activités d’éducation et de dissémination des connaissances et avait préparé un document décrivant les initiatives belges (2009-2012). Ces activités sont aussi devenues une priorité dans le plan stratégique (à 5 ans). L’Expo-Sciences «Accueillons les pôles à Bruxelles !» a été citée en exemple. Changement climatique : des scientifiques belges ont contribué à la mise à jour du rapport du SCAR « Changements climatiques en Antarctique et Environnement ». Les références au changement climatique ont dès lors été nombreuses dans les groupes de travail.
