These Plans define : - strategic and operational objectives, - program measures to be implemented, - a monitoring and evaluation of results. Published and updated at least every five years. All territories must have a plan by December 31, 2012.

Local data is needed A mission, led by Jean Jouzel, has gathered data from the two French climate models ; France is cut into 5 sections with regional data. National data is also produced Data include simulation of climate in 2030, 2050 and 2090 and uncertainties for each scenario A2 and B2, for each section. Examples of parameters : Temperature or rainfall, number of days of using heating or air- conditionning, dry period duration... Overseas data (La Réunion island).
