When describe a person or a thing/place.. You use il est (or elle est) only when it is followed by an adjective Il est sympa. Elle est grande. Cest is used for every thing else: With a persons name: Cest Pierre. With an article + noun: Cest un ami With an article+noun+adjective: Cest un ami français
