2 Une mobilisation renforcée depuis Lyon autour d’une réflexion commune sur les principaux freins de l’accès des gouvernements locaux aux financements: – Des flux insuffisants : x2 ou x3 – Une faible capacité financière des gouvernements locaux – Les instruments de la finance climat ne sont pas adaptés aux gouvernements locaux – Multiplicité des dispositifs et initiatives Une étape essentielle pour mieux concevoir les solutions et guider l’action => COP22 – Gouvernance multi-niveaux et renforcement de capacités – Plan Climat Energie Territoriaux et ingénierie technique des projets – Quels mécanismes financiers: intermédiation?

3 A strengthened mobilization since Lyon on a joint reflection about the key impediments to local governments’ access to financings: – Insufficient flows: from x2 to x3 – Weak financial capacity of local governments – Climate finance instruments are not well-adjusted to local governments needs and constraints – Great diversity of mechanisms and initiatives A key step to better design solutions and guide action => COP22 – Multi-level governance and capacity-building – Local Climate and Energy Package and technical engineering for project management – What financial mechanisms: intermediary?

4 Fédérer les acteurs et répondre aux enjeux: – Une plateforme de partage d’information, recensement des initiatives, capitalisation – Proposition d’un groupe de travail (CCFLA) sur la mise en place éventuelle d’une facilité pour mieux canaliser les flux financiers vers les gouvernements locaux – Aboutir avant un an à la mise en place d’actions intégrées dans le LPAA Faire de la finance climat un levier pour mobiliser les ressources nécessaires

5 Unite stakeholders in order to meet the challenges: – Create a platform for the sharing information, inventory of initiatives, capitalization – Proposal of a working group (Cities Climate Finance Leadership Alliance) on the potential implementation of a facility to better channel financial flows towards local governments – Result in the implementation of integrated actions within the LPAA over the year 2016 Make climate finance a lever to mobilize the necessary resources
