4 La création du RESCIF part du principe :
1. que le nombre des pays dits émergents va s’accroître au cours des prochaines décennies ; 2. que la science et la technologie joueront un rôle croissant dans leur futur développement ; 3. qu’en conséquence, de nouvelles formes de partenariat sont possibles et souhaitables avec les universités de ces pays ; 4. que ces partenariats sont le meilleur moyen de juguler l’exode des cerveaux pénalisant leur développement.
