7 Analysis of African messages on IGF in the AfrICANN and CS IGC mailing lists (LAfrique et le FGI : intérêt, éléments dimpact, Lohento, 2009) AfrICANN : 7% messages on IGF IGC list : African Civil Society contributes on all key list issues

8 En dehors des réunions formelles des NU où les quotas régionaux/diplomatiques sont respectés, faible participation Si contributions écrites substantielles…peu consistantes (CS seule?) ou fréquentes Régression de lintérêt des contributions écrites des gouvernements depuis Tunis (puis Athènes :Envois de contributions au début du Processus (gouvernements notamment : Sénégal, Ghana, Rwanda…) – mais plus de contributions gouvernementales écrite depuis Rio. Absence des CER africaines (CEDEAO, etc.) et autres institutions régionales; Pas de contributions du secteur privé africain, idem pour les chercheurs Efforts de la société civile africaine pour contribuer (CAFEC, acteurs congolais (RDC), chercheurs Nigérians, etc., IPAO, ACSIS) Intérêt faible pour le processus officiel, en général, mais contributions et participation réelle Gain : renforcement de capacités de quelques acteurs, renforcement de lapproche multi-acteurs African participation in IGF so far : some conclusions

9 Sylvestre Ouédraogo, (Burkina Faso www.yam-pukri.org)www.yam-pukri.org – La communauté africaine dans sa grande majorité ne sait pas que ce forum existe et quels en sont les vrais enjeux. Cela reste dans le cadre restreint de certains spécialistes qui par ailleurs sont parfois pessimistes au vu du faible poids de l'Afrique dans les transactions Internet. Tijani BEN JEMAA (Tunisie, ACSIS) : Intérêts des gouvernements? – Certains le sont pour diverses raisons. La majorité ne lest pas. Ce nest pas une priorité pour eux, soit parce que lintérêt nest pas clair, soit parce quils considèrent la participation au FGI comme étant trop coûteuse. – Le plus grand acquis est le renforcement des capacités en termes de gouvernance de lInternet. 11 1.Organiser maintenant des réunions régionales IGF focalisées et orientées vers laction 2.Renforcer limplication des universités et chercheurs dans les débats sur la GI, la CEDEAO, lUnion Africaine 3.Renforcer les liens entre les réseaux TIC africaines (Af*+) (entre AfriNIC, AFNOC, et les autres ONG africaines travaillant dans le secteur des TIC notamment) 4.Soutenir les membres africains du MAG FGI et exhortation à mieux sorganiser pour faire le plaidoyer sur le renforcement de la GI en Afrique 5.Plaidoyer pour un renforcement/meilleure lisibilité des gains concrets du FGI (résultats et organisation Best Practice Forum, Dynamic Coalitions, Workshop -> highligthening results for/developing countries interests 6.Ne pas négliger les questions comme laccès à linformation et la liberté dexpression, dans la gouvernance de linternet en Afrique Autres recommandations
