Justification du programme  La BSG s’intègre parfaitement dans le cadre des réformes démocratiques en cours au Maroc  La BSG contribue à l’institutionnalisation des mécanismes de redevabilité de genre et à les traduire au niveau des politiques publiques sectorielles  Cohérente avec les priorités de l’UNIFEM identifiées au niveau du Plan Stratégique Subrégional (SRS) et contribue de manière effective à plusieurs de ses résultats stratégiques  Réponse stratégique aux leçons retenues, aux besoins identifiés ainsi qu’aux résultats de l’évaluation de la phase II du programme BSG Maroc  Opérationnalise au niveau du Maroc le programme global BSG phase III de l’UNIFEM

Stratégie du programme Vise à donner un contenu effectif à la dimension genre au niveau des politiques publiques sectorielles à travers une revue genre des processus de programmation et d’allocation des ressources de l’Etat:  Une stratégie basées sur des actions convergentes, multi niveaux, multi acteurs et coordonnées  Une stratégie ciblée et articulée au processus budgétaire  Une stratégie mise en œuvre à travers 5 axes d’interventions complémentaires  Une stratégie basée sur l’implication, la responsabilité et l’appropriation institutionnelle

Axes d’intervention du programme 1.Axe I «Diagnostic / Suivi / Évaluation des politiques publiques»:  Identification des priorités et des besoins des populations selon le genre  Suivi et évaluation des politiques publiques prenant en compte les questions de genre Volet couvert par la production de données ciblées et désagrégées au niveau national et local et par la production du rapport genre avec 25 départements impliqués… 2. Axe II «Politiques publiques sectorielles»  Introduction effective de la dimension genre dans les programmes et les budgets sectoriels  Identification des bonnes pratiques afin d’envisager la démarche de manière plus soutenue Volet couvert par la production d’un manuel et par l’application de la démarche à des budgets/programmes de 5 départements ministériels…

Axe III «Proximité des politiques publiques»  Implication de la société civile pour renforcer son rôle de veille sur l’impact genre des politiques publiques  Formulation de programmes et budgets sensibles au genre au niveau local et déconcentré Volet couvert par la production d’un guide, par la mise en place du collectif d’ONG en faveur de la BSG et par les travaux entamés dans le cadre des Système d’Information et des Plan Communaux de Développement… 4.Axe IV «Partage d’expérience»  Documentation et formalisation de l’expérience afin d’en faciliter la diffusion et la transférabilité  Communication et coopération pour ouvrir l’expérience sur son environnement national et international Volet couvert par les travaux KM et les actions soutenues de coopération et d’échange…

Axe V «Financement et efficacité de l’aide»  Inscription de la BSG dans le cadre des nouvelles modalités de l’aide notamment en rapport avec les engagements pris lors du forum d’Accra fin 2008 en matière d’égalité et de respect des droits humains  Mise en cohérence avec les autres initiatives d’appui à la réforme budgétaire, à la BSG et de mise en palce des instruments de l’efficacité de l’aide Volet couvert par l’étude réalisée sur 10 pays, y compris le Maroc, cherchant à identifier comment la BSG constitue en réalité un instrument pour la mise en œuvre des principes de l’efficacité de l’aide… III.
