Financement Identifier et convaincre les apprenants potentiels… Confusion avec d'autres secteurs Manque de visibilité Qualité At local and national level, we can mention Funding: a critical issue, especially since the beginning of the economic crisis Engaging learners is difficult: as we saw in Dana's presentation And if we look at Europe: The understanding of the very concept of adult education differs, which sometimes make it difficult to understand each other in European projects or discussions European cooperation in the field of adult education is relatively recent, with the launch of the Grundtvig programme, and the first European policy documents dating from less than 15 years ago So far, there is no European platform, with a long-term perspective and sufficient financial means to allow for the exchange between professionals in the field. it is difficult for many adult education professionals to find information and resources to improve their professional practice as well as establish partnerships across countries. The Grundtvig programme has funded initiatives which include some of the information which EPALE will offer, but this was always on a small scale and they were rarely sustainable after the end of the EU-funding period. Additionally, none of them has had the interactive character which EPALE will have.

Améliorer la qualité du secteur Objectifs Améliorer la qualité du secteur Accroitre la participation à l'éducation et à la formation des adultes Against this background, this is a field in which the European level is particularly well placed to make a difference, for it is in a unique position to gather all stakeholders and resources in one place. An effective European platform could make a strong contribution by underpinning the process of promoting closer cooperation, networking and exchange of experience piloted by the Commission. Such a platform has been requested by multiple stakeholders during a number of Grundtvig events, all of them asking for an "e-twinning for adult education". These calls have been strongly echoed in the responses to the public consultation on the future European Programme for cooperation in education and training post-2014. Similarly, in a survey recently performed by Gellis consultants for the European Commission on awareness raising in adult learning, 86% of 1600 respondents said that a "formal platform between education institutions both for information and best practice exchange" would be an effective or very effective means to promote adult learning in Europe. Institutions et leur personnel Les professionnels impliqués dans l'organisation et le financement du secteur, ou dans la formation et l'éducation d'adultes Institutions et leur personnel Associations nationales d'EA Universités / chercheurs Media / journalistes Décideurs Administrations locales / régionales The target group of EPALE is the adult learning community in Europe, composed in particular of the following groups: Staff and organisations involved in providing adult learning (also including civil society organisations, local authorities, cultural organisations, prisons, higher education institutions, employers, social partners, etc.) National associations of AE, whom it will be very important to involve from the start Universities, Researchers, students in the field of andragogy / adult education Media Local, regional and national policy-makers in all the fields relevant for adult learning And also administrative services of local authorities BUT NOT LEARNERS -> we target the multipliers
