Policy dialogue in the forest sector in 2019 WHAT WE HAVE TO OFFER? Meanwhile, does CAFI need to adjust its strategy, eg . How to best engage a dialogue with the futur Minister in charge of Forests ? Based on which elements, conditions, and how to formulate them ? Will the future Minister be able to cancel illegal concession contracts granted by his predecessor ? Other legacy issues? Do we share same expectations with national counterparts ? Which position of nat civil soc? Support field activities planned at the provincial/ local level to avoid negatively impacting PIREDD ? - Provincial capacités for coordination - Plan to fight illegal logging - Experiment community concessions Support the institutional process to allow the DRC to fulfill conditions for its ERPA with the Carbon Fund ? Comment préparer un dialogue avec le futur Ministre en charge des Forêts ? sur la base de quels éléments, quelles conditions, formuler de quelle façon ? Est-ce que le futur Ministre sera en capacité d’annuler les contrats de concessions octroyés ? A noter : le nouveau Gouvernement pourrait être nommé d’ici février. Les attributions seront fixées et les cabinets en place d’ici Avril. Même si le Ministre en charge était de bonne volonté, il est très probable que des discussions et accord ne soient trouvés avant au mieux mi-2019. Et dans l’attente/ en parallèle sur le court terme, est ce que le CA de CAFI souhaiterait ou non ajuster sa stratégie aux exigences et aux circonstances ? Pour par exemple : Prendre en charge les activités terrain prévues au niveau local/provincial pour ne pas impacter négativement les PIREDD : capacités des coordinations provinciales, Plan de lutte contre l’exploitation illégale, expérimenter des modèles de concessions communautaires. Prendre en charge le dispositif institutionnel pour que la RDC remplisse les conditions d’effectivité de l’Accord d’achat de réduction d’émissions avec le Fonds Carbone.

The ERPA and the governance programme Conditions of the Participants Comittee of the Carbon Fund : establish the Governance system, i.e. «  REDD+ tools » (safeguards information systems, registry, complaints mechanism etc) by September 2019 ERPA signed between DRC and the FCPF Carbon Fund managed by the World Bank- the first one signed by the Carbon Fund with a country Accord d’achat de réduction d’émissions signé entre le Gouvernement de la RDC et le Fonds Carbone du FCPF géré par la Banque Mondiale. Il s’agit du premier accord de ce type signé par le Fonds Carbone avec un pays. Dans les conditions d’effectivité énoncées par le Comité des Participants du Fonds Carbone, il a entre autres été demandé à la RDC de mettre en place le dispositif de « gouvernance », à savoir « les outils REDD+ » (système d’information sur les sauvegardes, registre, mécanisme de gestion des plaintes etc) et ce, d’ici septembre 2019. Sinon l’accord sera considéré comme caduc. La Banque Mondiale appuie le Gouvernement à la mise en place effective de ces conditions. Avant la suspension des financements au MEDD, le FONAREDD était en cours de programmation d’un projet d’appui à la gouvernance géré par le MEDD pour précisément financer ces besoins. Il est important que des orientations soient fournies sur la possibilité ou non pour FONAREDD/ CAFI de financer ou non cet appui à la mise en œuvre de l’ERPA. Afin que la RDC et la BM soient fixées sur la nécessité ou non de chercher d’autres sources de financements dans les délais courts impartis. DRC Draft decision Whereas a. CAFI signed a letter of intent with the Government of DRC on April 22, 2016; b. the Terms of Reference of the CAFI Trust Fund authorize the use of parallel funding to National Investment Frameworks c. on October 13, 2018 the Ministry of Finance of DRC, as Chair of the DRC National REDD+ Fund Steering Committee, requested the Administrative Agent of the CAFI Trust Fund, the MPTF Office, to disburse 55 061 856 US$ for the implementation of the National REDD+ Fund portfolio based on the financial needs and programmatic projections (programs already and to be approved) with the supporting documentation; d. the CAFI Executive Board examined the request of the Government of DRC and the funding needs evaluation (annexed); and considered that financial needs were demonstrated for the National REDD+ Fund portfolio to be implemented; e. the available funding in the trust fund as of X, is X f. the funding needs to the rest of the CAFI portfolio amount to approximately 4.98M US$ The Executive Board approves the transfer of 44.8 MUS$ from the CAFI Trust Fund to the FONAREDD, to support the implementation of its portfolio and subsequent funding of the programs once the programs are approved by the Steering Committee of the National REDD+ Fund. Of this amount 19.8M US$ falls under the LOI while 25M US$ is considered as parallel funding in addition to CAFI’s existing unconditional commitment in the LOI (120 M US$).
