Paradigm (change) Participation (proactive) Process (democratic) ICT is just a tool… but ICT is the enabler/catalyst of a deep paradigm change (…which is required anyhow)
P. Education - Evolution of teacher’s role : facilitators of a learning- practice process - New relationship/process between education stakeholders: network, group practices - New relation with space and time : asynchronous, life long learning, distance education, pervasive education -New economical equation (in the long range only!) leading to democratization -Centered in people and communities (not in education) - Sharing/building knowledge capacity rather that top- down filing information
P. Education Challenges - Fluent ICT players - Global vs. Local balance (culture is important!) - Process oriented evaluation
P.Health - Evolution of roles for health players: teams - New relationship/process between health stakeholders - New relation with space and time: asynchronous follow- up, life long health, pervasive health care - New economical cost (in the long range only): democratization

P.Gov - new roles for politicians: facilitators of social dialog - new relationship between stakeholders: participative democracy - new relation with space and time: active transparency, accountability, e.votatation, - new economical cost for the administrative processes
P. Gov Challenges - Fluent ICT players -Implication of citizen from the design process -Articulation with Local Governments: decentralization
The key word in this new Paradigm is Participation Who shall participate? Multi stakeholder a must!
