Fruit d’un projet pilote, la CCAEP est un ensemble d’outils de gestion et de procédures qui sont à la fois gage de transparence et constitue un garde fou contre le détournement de l’épargne. Une telle intervention se conçoit à deux niveaux : La délégation, par la DNH, du contrôle des comptes tenus par les associations ayant bénéficiées d'équipements collectifs dans le cadre d'un programme de coopération bilatérale. Il revient alors à la DNH de contractualiser les prestations de contrôle ; les AU en n’ont pas la possibilité à titre individuel. La demande des associations d'usagers pour des conseils en matière de maintenance préventive (respect du calendrier d’entretien, commande des pièces de rechange et consommables, etc.) et d’organisation sur le plan institutionnel (analyse des résultats d’exploitation et restitution en assemblée générale, soutien au mouvement fédératif des exploitants, etc.) Support and control Users/Beneficiaries
